Position Summary
This Director is the leader of the company’s strategy and advocacy involving the California Public Utilities Commission (CPUC) and Office of Energy Infrastructure Safety (OEIS) and serves as the primary point-of-contact for leadership at those agencies.
This position is hybrid, working from your remote office and your assigned work location based on business need. The assigned work location will be within the PG&E Service Territory.
Reporting
The Director, Regulatory Relations reports to the Vice President, Regulatory and Rates; and, leads a small team of regulatory relations advocacy managers and analysts.
Job Responsibilities
- Directs education and advocacy for the most complex issues. Oversees the Company's positions by advocating favorable policy, operational and regulatory outcomes and proactively identifying and executing advocacy opportunities. Creates an integrated advocacy approach that aligns across many different cross-cutting issues.
- Provides leadership and makes recommendations to senior leaders on a wide array of complex CPUC and OEIS issues. Provides guidance and input in the development and formation of the Company's regulatory policies, proposals and filings.
- Regularly meets with, educates, and influences senior leaders at the CPUC and OEIS and other stakeholders to help promote the Company’s strategy and position on industry developments and issues. Strives to influence and shape regulatory policy. Establishes and manages on-going communications and working relationships with internal and external contacts/stakeholders.
- Works internally to support, line-of-business activities, corporate and governmental relations initiatives, and other company priorities. Informs Company leadership teams of regulatory developments including meeting outcomes, proposed regulations, and timing of key, CPUC and OEIS decisions.
- Develops, monitors and manages the annual department budget including reconciliation, review, analysis, monitoring, and approval of expenditures.
- Takes on related assignments as assigned and contributes to LEAN progression.
- Leads and influences staff to drive performance and accomplish results through effective recruitment and selection, training and development, performance management/coaching and rewards and recognition.
Background Qualifications
Minimum
- Bachelor's degree in business, finance, economics, accounting, engineering or related discipline
- 10 years of related experience such as governmental/regulatory relations/advocacy, market analysis, infrastructure development or financial analysis.
Desired
- Master's degree
- Legislative or regulatory agency experience.
- Utility or power/gas industry experience
- Deep knowledge and expertise of the regulatory environment, including CPUC and OEIS requirements, and utility/energy industry drivers, issues and trends.
- Expert knowledge of the functional areas of the electric and gas business, including generation, procurement, transmission, distribution and customer services.
- In-depth knowledge and understanding of case management procedures and processes.
- Comprehensive understanding of revenue requirement, cost recovery, policy development, electric or gas procurement, demand response, energy efficiency, and other related programs.
- Expert knowledge of PG&E's and other utilities (California and nationally) regulatory policies, history and key case precedents.
- Strong awareness of political dynamics and ability to employ that awareness to quickly identify issues, propose solutions, and to develop and execute strategies to accomplish regulatory objectives.
- Excellent oral and written communications skills and the ability to quickly assimilate large volumes of information and distill them into a brief and compelling argument.

Compensation
PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity.
We estimate the successful candidate hired into this role will be placed within the reasonable compensation range of $197K to $283K. The decision will be made on a case-by-case basis. This leadership role is also eligible for an annual Short Term Incentive Plan (STIP) award, as well as the Long Term Incentive Plan (LTIP) grant.
