Department Overview:
Electric Operations (EO) ensures the delivery of safe and reliable electric service to our customers. Electric Operations is responsible for every aspect of PG&E's electric distribution and transmission operations, including planning, engineering, maintenance and construction, asset management, business planning, restoration, and emergency response. Electric Operations Construction Management is responsible for the construction, project and contract management of PG&E’s electric distribution overhead and underground facilities.

 

This role will be part of the Construction Management, Commercial Enablement & Vendor Management team responsible for empowering Construction Management with strategic insight, efficient contract management, and data-driven decisions to deliver reliable, sustainable, and cost-effective solutions. 

 

Position Summary:
The Electric Program Manager, Expert executes and manages Construction Management electrical-related projects, ensuring that they are completed on time, within budget, and to the highest quality standards. The incumbent will be embedded within the Commercial Contract Strategy and Compliance Enablement team to provide oversight, governance, communication, and reporting, as well as overall process and project management for the assigned program. 

 

Disclosure:

PG&E is providing the salary range that can reasonably be expected for this position at the time of the job posting. This salary range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, internal equity, specific skills, education, licenses or certifications, experience, market value, and geographic location. 

 

The decision will be made on a case-by-case basis related to these factors. This job is also eligible to participate in PG&E’s discretionary incentive compensation programs. 

 

Pay Range: 

 

  • Minimum:   $122,00
  • Midpoint:  $158,00
  • Maximum:  $194,00

 

Job Responsibilities:

  • Applies expert knowledge of Program Management to wide-ranging issues and assignments. Works independently with guidance on only the most complex issues. May lead project teams. May work with other project or program managers or peers in other departments or regions to reschedule work, re-allocate funds and explore other means to achieve financial and productivity goals. Understands program commercial terms, units, and pricing methods to develop  forecasts, monitors spending, and present variance explanations. Works closely with peers and leaders in line of business to ensure financial targets are understood and achieved. 
  • Performs trend analysis to identify cost drivers and develop and execute mitigation plans to improve business results. Monitors and ensures compliance against processes, policies, and procedures. Identifies issues and develops solutions. Presents recommendations and implementation plan to leadership for approval. Provides standardized regular reports, along with custom, ad-hoc reports for special projects. Develops and delivers presentation to leaders regarding the program progress toward goals. 
  • Acts as a subject matter expert and stakeholder on process improvement teams, execution, and various stakeholder groups.Develops communication and training plans. Ensures target audience is fully educated in the purpose of the program and the proper processes and requirements to follow. Ensures compliance with the program. Represents Construction Management during all applicable Request for Proposal (RFx) processes with Sourcing. Develops commercial strategies to support all Construction Management contractual needs. Understands contractual agreements, managing risk, and handling disputes with Suppliers.
  • Provides guidance and addresses questions related to commercial terms, units, and pricing methods across the program. Understands productivity and unit cost targets for input into forecast, spending, and various reports. Collaborates with Sourcing to ensure operations priorities are captured across key initiatives and negotiations. May manage the process of awarding some program work to outside Suppliers in coordination with Sourcing through the RFx process. 
  • Leads development and implementation of improved processes, best practices, controls and procedures to improve efficiencies, compliance and customer satisfaction and reduce cost. Manages all aspects of programs that are cross departmental, complex and have a significant impact on the line of business. Leads development of plans to achieve program goals. May design and develop new programs under a larger umbrella of goals and initiatives. May develop new policies and all relevant processes, infrastructure, documentation, tools, etc. to support a new program. Develops tools for tracking and control. May leads work teams or groups, no official direct reports. May provide leadership or work direction to lower-level peers. 

 

Qualifications:
Minimum: 

  • Bachelor’s degree or equivalent experience.
  • Seven (7) years’ total related experience.

Desired:

  • Comprehensive understanding of utility operations and work execution processes
  • Excellent written and verbal communication skills. PMP certification and / or MBA with an emphasis in a quantitative (e.g. Finance), analytical discipline, compliance and/or quality.
  • Prior experience managing programmatic work. Prior experience developing partnerships with external stakeholders for work execution
  • Experience in Sourcing, Procurement, Contracts and Logistics or development of commercial contract strategies, contract development, administration, and performance management
  • Knowledge of strategic planning principles, project management, and process improvement best practices  
  • Expert knowledge within Microsoft Office tools including development of Executive Level presentations to effectively convey complex issues to internal and external parties of various levels
