Department Overview
Electric Operations (EO) ensures the delivery of safe and reliable electric service to our customers. Electric Operations is responsible for every aspect of PG&E's electric distribution and transmission operations, including planning, engineering, maintenance and construction, asset management, business planning, restoration, and emergency response.
Electric Operations Construction Management is responsible for the construction, project and contract management of PG&E’s electric distribution overhead and underground facilities. This role will be part of the Construction Management, Contracts team responsible for empowering Construction Management with strategic insight, efficient contract management, and data-driven decisions to deliver reliable, sustainable, and cost-effective solutions.
Position Summary
The Electric Program Management Manager oversees the Commercial Contract Strategy and Compliance Team within Construction Management responsible for shaping and executing commercial strategy, contract compliance, and sourcing enablement within the Electric Distribution Construction Management team. This role will lead staff in collaborating with Sourcing and Legal teams to integrate operational priorities into Electric Distribution Contract Construction initiatives and negotiations.
In addition, the role will act as a Subject Matter Expert (SME) to Construction Managers (CMs), providing guidance and training to ensure transparency, increase visibility, and improve outcomes through negotiation strategies. The Manager will serve as the bridge between business operations, sourcing, and contract management, driving operational excellence, commercial insight, and compliance across all construction-related activities. The leader ensures work is completed and verifies that activities are compliant with applicable regulations, tariffs, standards and work procedures.

The actual salary paid to an individual will be based on multiple factors, including, but not limited to, internal equity, specific skills, education, licenses or certifications, experience, market value, and geographic location.
Pay Range:
Annual Minimum: $144,000
Annual Midpoint: $194,000
Annual Maximum: $244,000
Job Responsibilities
- Leads strategic oversight and operational excellence across commercial contracting enablement functions. Shapes and executes commercial strategy to align contract guidance and compliance with Construction Management objectives and regulatory standards.
- Ensure operations priorities are captured across key initiatives and negotiations: Identify and prioritize operational needs and ensure they are addressed in all major projects and negotiations.
- Partners with senior leadership and various stakeholders to develop frameworks for commercial strategies, demand planning, contract compliance, and aligning on goals and objectives.
- Manages and develops a diverse team of program managers, contract liaisons and construction managers to accomplish results through effective recruitment and selection, training and development, performance management, and rewards and recognition.
- Provides guidance on contracts, implementation, and adherence. Supervises development and delivery of training programs to educate Construction Management team members on various aspects of contract management, sourcing strategies, and operational procedures.
- Represents Construction Management during all applicable Request for Proposal (RFx) processes with the Procurement and Sourcing department. Develops commercial strategy to support all Construction Management contractual needs. Facilitates RFx processes and supports RFPs exceeding defined thresholds to optimize vendor engagement and value delivery.
- Manages the oversight, development, and optimization of Electric Distribution Overhead and Underground construction pricing units supporting multiple major work categories.
- Oversees project intake, requisition submissions, PO management, approval process and commercial forecasting of requisition requests for goods and services to ensure timely procurement. This involves coordinating with various departments and ensuring compliance with procurement policies.
- Oversees submission of requisitions via the Contract Management Database. Coordinates business unit approvals to ensure timely procurement.
- Oversees project intake, purchase order submissions, and change orders. Drives commercial demand planning to support accurate forecasting and resource allocation.
- Manages change orders: Oversees the negotiation and resolution of complex, high-dollar construction change orders. Serves as lead strategist and escalation point for scope, cost, and schedule impacts.
- Supports resolving claims and disputes that arise during the execution of contracts. This involves investigating issues, negotiating settlements, and ensuring that resolutions are fair and compliant with contractual terms.
- Ensures robust support for SOW development, requirements gathering, and warranty claim initiation. Maintains a scalable framework for work allocation and unit oversightLeads process improvement initiatives for program management. Oversees process and procedure development, implementation, communications and training for new programs and/or changes to existing programs.
- Coaches staff to identify gaps in work methods, procedures, processes or training and partners with stakeholders to recommend solutions. Ensures consistency with related work processes, standards and procedures. May function as a consultant, subject matter expert or a project manager depending upon the needs of the various business partners.
- Develops metrics and monitors performance of work within assigned program. Sets and achieves staff goals in support of established functional objectives.
- Collects, consolidates and analyzes work completion information to determine overall trending. Develops and delivers presentation on program status, risk and corrective measures to leaders of various levels, including executive.
- Continuously refines specifications and standards to foster consistency, compliance, and innovation across all commercial contracting activities.
Qualifications
Minimum:
- Bachelor's degree in business, engineering, or other relevant discipline or equivalent experience.
- Eight (8) years of relevant experience in areas such as: electric construction, maintenance, service planning, compliance, financial planning or quality control/assurance.
- Three (3) years leadership or team lead experience.
