Department Overview

The Human Resources department is committed to providing PG&E employees with the tools, information and services to help deliver safe and reliable gas and electric service to our customers.  

The Total Rewards team plans, designs, and implements PG&E’s employee and executive compensation and benefits programs that add competitive value and drive alignment to key business objectives. The Total Rewards team is also responsible for the administration of all plans, proposing changes, ensuring regulatory compliance and effective HR integration. The team is comprised of three Rewards components: Compensation team, Benefits team, and Executive Compensation, led by the Sr. Director – Total Rewards.


Position Summary

The Benefits Operations Manage is responsible for managing the administration of company sponsored benefit plans (active and retiree medical plans, pension plans, 401K plans, etc.…) for PG&E. The successful candidate will have strong written and verbal communication skills, and be able to communicate with a wide variety of audiences from Senior Leaders to benefit plan participants. They will build and maintain partnerships internally to allow for strategic alignment of Human Resources goals. Equally important, the Benefits Operations Manager will have external partnerships to leverage industry knowledge and trends.




  • Bachelor’s Degree in job-related discipline or equivalent experience
  • 5 years of managerial experience, in addition to previous experience in managing performance, inquiry resolution, quality assurance, compliance, information analysis, in-depth vendor management, employer benefits experience



  • Knowledge of laws impacting benefit programs
  • Knowledge of health care industry and health care products
  • Certified Employee Benefits (CEBS) and/or Certified Benefits (CBP) certifications
  • 5 years of relevant work experience in HR- Benefits.
  • Experience in a large corporation (>10,000 employees)
  • Experience with a Utility Industry, regulated
  • Experience in strategy development
  • Knowledge of continuous improvement programs
  • Experience in customer service


Job Responsibilities

  • Supervise a staff that administers all PG&E Health and Welfare and Qualified Retirement Programs for PG&E employees and retirees.
  • Maintain employee and retiree health plans, including coordinating annual Benefits Open Enrollment activities.
  • Ensure PG&E benefit programs are administered legally and efficiently.
  • Manage appeals, complaints, and resolve escalated employee problems.
  • Work closely with internal communication team to provide support in creating tools for employees to use for understanding health plans and making retirement decisions.
  • Evaluate vendor performance against contract provisions and metrics.
  • Ensure vendors’ internal plan administration materials accurately reflect up-to-date processes and procedures.
  • Ensure that retirement plan partners and health and welfare partners promote healthy lifestyles which include good health and good financial health by analyzing plan- and account-level activity, and by providing comprehensive employee communications including mailers, web postings, coaching services, etc.
  • Work with strategy SME’s for the annual contract renewal process.
  • Ensure compliance including (but not limited to) ERISA, Sarbanes-Oxley, external and internal auditing, COBRA, DOL, Child Support Orders, IRC, state and local ordinances and Medicare.
  • Update Benefit Handbooks to reflect benefit plan changes per DOL timeframes.
  • Update all benefit plan documents to accurately reflect current benefits and maintain plan compliance.
  • Identify and implement operations process improvements both internally and with all vendor partners.
  • Implement new plan designs and appropriate service delivery model.
  • Provide pre-negotiations, negotiations and post-negotiations information support for our union negotiations
  • Support benefits design updates.
