Department Overview

The Undergrounding Pre-Construction Delivery team is responsible for environmental permitting, land surveying, land acquisition, land rights determination, and all federal, state, and local permitting for all underground, system hardening, and remote grid projects.  The team’s goals is to deliver miles to our construction teams on-time, on-budget, and on-scope while ensuring that projects meet the compliance requirements of our federal, state, and local agencies and communities.

 

Position Summary

The Caltrans Principal Program Manager will be responsible for the timely permitting and delivery of undergrounding, system hardening, and remote grid projects that fall within the Caltrans right-of-way.  This person will work closely with Central Estimating, the Pre-Construction Delivery team, the Undergrounding PMO, LEAPS, Government Relations and Construction Management to facilitate projects through the PG&E process, improve the process by which PG&E submits Caltrans projects, and improves PG&E compliance on Caltrans projects.

 

This position is hybrid, working from your remote office and your assigned work location based on business needs or company requirements. The assigned work location will be within the PG&E Service Territory and will be agreed upon by the successful candidate and hiring leader.

 

PG&E is providing the full salary/pay range for this position. The actual amount paid to an individual will be based on multiple factors, including, but not limited to, internal equity, specific skills, education, licenses or certifications, experience, market value, and geographic location. The range to reasonably expect will be around the minimum and the midpoint. The final decision will be made on a case-by-case basis related to the factors above. This job is also eligible to participate in PG&E’s discretionary incentive compensation programs.

 

Bay Area Min: $144,000

Bay Area Mid: $194,000

Bay Area Max: $244,000

 

Job Responsibilities

  • Applies deep knowledge of Caltrans and PG&E project knowledge to improve PG&E’s relationship with local Caltrans offices, improve PG&E performance cycle times, and collaborate with internal PG&E and external Caltrans teams.
  • Take responsibility for the outcome of all undergrounding projects that require Caltrans involvement.
  • Leads peers and partner organizations to develop and implement new and/ or improved processes, procedures, policies, controls and best practices to improve customer satisfaction, efficiencies, regulatory compliance and reduce costs.
  • May work with other project or program managers or peers in other departments or regions to reschedule work, re-allocate funds and explore creative solutions to achieve financial and productivity goals.
  • Represents the program as a subject matter expert and stakeholder on process improvement teams, regulatory filings, and various stakeholder groups.
  • Develops communication and training plans. Ensures target audience is fully educated and adheres to program policies, processes, procedures. Ensures regulatory compliance with the program.
  • Participates in executing program work utilizing outside contractors. Partners with the Contract Management department on contract terms, scope and cost, and negotiations.
  • Develops or provides significant input to PG&E leadership and/or other utilities with similar programs.
  • Coaches and mentors less experienced employees.

 

 

Qualifications

Minimum

  • Bachelor’s degree or equivalent experience
  • 10 years’ total related experience SAP experience
  • Project or program management
  • Experience managing capital or expense budgets

 

Desired

  • Experience working with external agencies, federal, state and/or local
  • Strong management skills
  • Experience working on PG&E Caltrans construction projects.
