Department Overview

PG&E’s Power Generation Department manages and operates the largest privately-owned hydroelectric system in the nation. These renewable electric generation resources, located mostly at high elevation in California mountain ranges including the Sierra Nevada and southern Cascade mountains include 68 powerhouses, 184 miles of canals, 41 miles of flumes, 135 miles of tunnels, 19 miles of penstocks, 99 reservoirs, and 142,000 acres of watershed lands all covered by 26 operating licenses issued by the Federal Energy Regulatory Commission (FERC).

 

 

Position Summary

The Power Gen Testing, Commissioning & Startup Leadership job family provides subject matter expertise for plans related to hydroelectric powerhouse equipment, preventative and corrective construction and maintenance support, as well as capital project testing and support for Protection, Automation, and Controls. Incumbents contract project commissioning and support, act as the construction and maintenance Technical Liaison for Power Generation Area Headquarters and Switching Centers, support the review of protection related outages that affect Power Generation, develop and review test, commission and startup plans and provide start up technical assistance with the goal of returning equipment to service by the planned schedule.

 

 

Responsibilities:

 

  • Manages a highly skilled technical workgroup. Assigns test, commissioning and startup resources for Power Gen resource plans and long-term plans.
  • Establishes the technical vision for Power Gen Hydro Group.
  • Creates and manages standards for the format and content of commissioning plans, and approves all testing standards, procedures, and startup plans.
  • Develops Electrical, Instrument & Control (I&C), and SCADA Technician Apprenticeships, qualifications and training, and coordinates Electrical and I&C Technician training with O&M.
  • Develops startup procedures and/or test plans and reviews and approves all startup procedures and test plans to ensure quality, consistency and accuracy.
  • Partners with engineering to develop controls, automation, and instrument standards.’
  • Works with engineering and O&M to prioritize and develop monitoring and automation projects.
  • Ensures team members understand their assigned roles and responsibilities of being field safety leaders.
  • Develops and manages staff (i.e. I&C and SCADA Technicians) to accomplish results through effective recruitment and selection, training, development & coaching, performance management, employee engagement activities, and rewards and recognition.
  • Provides growth, development and mentoring opportunities for the startup engineering workgroup utilizing a qualifications matrix.

 

 

Qualifications

 

Minimum Qualifications:

  • Bachelors degree in Electrical Engineering or Technology degree or related field or equivalent experience
  • Certified Journeyman electrician
  • Certified Journeyman Electrical Technician
  • 10+ years of combined experience in substation or power plant construction, relay testing, protection, controls, automation, maintenance, and/or substation operational activities
  • 6+ years of experience in calibrating, installing, commissioning, and in-service testing of substation and power plant systems
  • 5+ years of experience writing, coordinating, and facilitating station level start-up test programs for new substation and/or power plant equipment
  • 5 years of experience supervising bargaining unit technical employees
  • 3 years of experience managing project schedules and miscellaneous project activities

 

 

Desired Qualifications:

  • Extensive experience in substation and/or power plant relay testing, protection, controls, automation commissioning, and maintenance
  • Experience with work management software or tools (i.e. SAP, Primavera- P6)
  • Knowledge of electric transmission and distribution systems concepts, methods, best practices, techniques, regulatory, and high voltage safety requirements as needed to perform at the job level
  • Ability to use technical writing to facilitate understanding of procedures or services as needed to perform at the job level
  • Competency in planning and prioritizing work to meet commitments aligned with organizational goals Competency in building strong customer relationships and delivering customer- centric solutions
  • Ability to abide by safety guidelines and precautions, and identify and avoid unnecessary safety risks Competency in holding self and others accountable to meet commitments
  • Knowledge of database and information systems - for example SCADA, EMS, OMT, OIS, SAP, ERP, COSO, Teradata, COBIT, QuestionMark - as needed to perform at the job level
  • Ability to gain support from others and get them to take action without always using position or authority.
  • Ability to deal with business initiatives and gain cooperation across organizations.
  • Knowledge of Microsoft Office Products - for example Excel, Word, PowerPoint, Access - as needed to perform at the job level
  • Knowledge of curriculum and training design, teaching, and instructional theories, concepts, methods, best practices, and techniques as needed to perform at the job level
