Department Overview

The men and women of Electric Operations ensure thedelivery of safe and reliable electric service to our customers. Electric Operations is responsible for every aspect of PG&E’s electric distribution and transmission operations, including planning, engineering, maintenance and construction, asset management,business planning, restoration and emergency response.

PG&E’s Emergency Preparedness and Response Support organization is responsible for leading PG&E’s response to catastrophic emergency events. The organization is charged with deliveringPG&E’s emergency response training and exercise program; development and revisions to the Company Emergency Response Plan (CERP); providing guidance to lobs charged with developing their own ERPs; leading preparedness initiatives enterprise-wide; benchmarkingwith other leading utility companies; implementation of Best Practices; tracking of After Action items from Company exercises and emergency responses; and collaborating with external stakeholders’ in preparedness and response activities. EP&R is the enterprises’over-arching Emergency Preparedness department and drives continuous improvement that enhances emergency response through implementation of best practices and new procedures and identifying and acting upon root causes of lessons learned.


This is a senior level position responsible for the maintenance and continuous improvement of PG&E’s Company Emergency Response Plan (CERP), which outlines PG&E’s response to emergencies. The plan assists PG&E personnel with safe,efficient, and coordinated response to emergencies. The Company Emergency Response Plan is critical in PG&E’s mission to protect health, welfare, and property of the public, PG&E responders, and others; restore power generation, transmission, and service;keep all constituencies informed; and resume business as usual.

This position will also be responsible for meeting with industry experts and emergency managers from other government and regulatory agencies and businesses to help identify any gaps in thePlan and develop integrated and synchronized solutions. Prepare presentations on the CERP for targeted audiences. Work closely with external stakeholders such as outside response agencies, CPUC, and other utility companies to identify best practices and benchmarkindustry standards.

Engage leadership, subject matter experts (SMEs), end users, and other stakeholders to facilitate a planning process to continuously develop and improve emergency plan annexes, and subsequent socialization, development of trainingaids, and training courses. Ensure documents and training complies with associated regulatory requirements. This position will also serve as a SME to lead the annual enterprise-wide emergency plans updates with the LOBs. The successful candidate will provide writtenand verbal guidance and direction to all LOB emergency plan writers. Incumbent will also work with internal and external stakeholders to incorporate best practices and lessons learned into the plan. Must be a team player and able to work with, and influence others,to participate in training and exercises development pertaining to the CERP.

Travel to other PG&E locations as needed.


Minimum Qualifications:
*High school diploma or GED
*5 years of job-related experience inEmergency Management and/or EOC response

Desired Qualifications:
*Bachelor degree from an accredited college or university
*Ability to analyze data and document process flows
*Experience in process improvements
*Working Knowledge ofPG&Es document retention and classification system
*Experience in delivering presentations and training
*Expert in emergency management experience in federal, state, or local government or corporate/utility sector
*2 years improvement planningexperience through the application of training, exercises, and corrective action programs
*Experience in developing, reviewing, and updating emergency plans for large corporations, utilities, local government, or state and/or federal agencies
*Strongtechnical writing skills
*Ability to work collaboratively with others under deadline pressure
*Proficient with Microsoft office (Outlook, Excel, Word, PowerPoint)
*Utility experience coupled with background in emergency management
*Experience indocumenting processes for the development of plans, training, and job aids
*Experience in data recovery


*Coordinate a formalized planning process, engaging company leadership, response personnel, emergency management staff, andSMEs.
*Prepare a strategy for the annual maintenance, including plan socialization, stakeholder workshops, creating feedback loops, and plan validation checkpoints for hazard plans and annexes.
Document progress, challenges, and achievements throughpreparation of comprehensive reporting methods and surveys.
*Implement a continuous improvement system to capture best practices and lessons learned, feedback from the field, After Action Reports, and the Corrective Action Program following training, exercises,and/or incidents.
*Incorporate feedback from SMEs, consultants, first responders, emergency managers, and plan users; new standards in development; and new legislative or policy direction.
*Coordinate with other internal lines of business to represent EPRSand incorporate LOB emergency plans into the Company Emergency Plan.
*Contribute to exercise development with LOB EP departments.
*Contribute to exercise development for the annual Company Exercise.
*Support training development and job aids.
*Support PG&E’s Emergency Preparedness and Response Programs in other tasks as required.
